Start with the Purpose and Applicable Rules
An Ontario business should identify why it needs cameras, which areas are necessary to record and who will use the footage. The applicable privacy rules depend on the organization, activity and people recorded.
The Office of the Privacy Commissioner’s private-sector video-surveillance guidance addresses publicly accessible areas and does not cover employee surveillance. Do not apply it as one universal rule for every workplace or private home.
Placement, Notice and Unnecessary Collection
Plan cameras around a defined security purpose. Avoid recording areas where people reasonably expect a high degree of privacy, and use angles or privacy masks to limit unnecessary views. Review whether audio recording is needed at all.
Make the purpose and responsible organization clear through appropriate notice. Employee monitoring, landlord-operated cameras and specialized workplaces require their own assessment; a general installation guide cannot settle those obligations.
Footage Access, Retention and Export
Limit footage access to authorized people and protect accounts and recording equipment. Keep a process for reviewing requests and sharing footage for a legitimate purpose.
Set retention around the actual purpose and applicable obligations. There is no universal 30–90-day requirement for every Ontario camera system. Recorder storage limits are a technical constraint, not a privacy policy.
Keep relevant incident footage appropriately when needed, and document who exports or receives it. Confirm your obligations with qualified advice where the situation is unclear.
Translate the Policy into the Camera Design
The selected equipment should support your intended views, account permissions and retention settings. Our business camera placement guide helps turn coverage goals into specific camera locations.
Confirm Technical Settings Against Your Policy
Ask how to configure permitted views, user access and retention on the chosen system. A recorder’s maximum capacity does not determine how long your organization should keep footage.
